National Association of Pipeline Safety Representatives
Welcome to the National Association of Pipeline Safety Representatives ("NAPSR") website. NAPSR is a 501 (c)(6) non-profit organization whose members are the state pipeline safety regulatory personnel who ensure the safe operation of pipelines in the United States. Approximately 85% of the nation’s 3.4 million miles of gas and hazardous liquid pipelines are under the watchful eye of NAPSR members. There are 444 full time state pipeline safety inspectors who conduct approximately 99% of the yearly gas and 89% of yearly hazardous liquid inspections that determine an operator’s compliance with both federal and applicable state pipeline safety requirements. I thank all the state pipeline safety personnel who work so diligently to ensure the safety of the national pipeline system.
USDOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) oversees NAPSR state programs through a certification process defined in USC Part 49 §§60105 and 60106. PHMSA performs a yearly evaluation of each NAPSR program to ensure that the program meets the minimum requirements and is enforcing all federal and state pipeline safety regulations. NAPSR works in partnership with PHSMA to help ensure the safety of the nation’s pipeline network. This partnership includes the development of new regulations and the promotion of pipeline safety initiatives such as damage prevention and One Call enforcement to protect pipelines from third party damage. The PIPES Act of 2020 (Pipeline Safety Act Reauthorization) included additional safety directives that need to be developed and are designed to help protect the safety of the public, the environment, and enhance the safety of the gas and hazardous liquid pipeline system. NAPSR looks forward to working with PHMSA to help address the Congressional mandates and initiatives from the 2024 Reauthorization that will further advance the safety of pipelines and ensure that transportation of materials by pipelines remains one of the safest modes of transportation.
